Spain addresses rounding-up of mobile bills

Spain's secretary Jose Montilla wants to end rounding-up (to multiples of 30 secs) of mobile bills. Telefonica Moviles' smart move (and Vodafone's and Amena's) is doomed to fail. Rightly so.
